About the National Complaints and Reports Portal

The National Complaints and Reports Portal is the official digital platform for receiving, managing and tracking complaints, grievances, petitions and reports related to Public Administration and economic activities in Mozambique.

Mission

Promote citizen participation, institutional transparency and continuous improvement of public services and economic activity through accessible, secure and traceable digital channels.

Responsible Institutions
General State Inspectorate (IGE)

Responsible for matters related to Public Administration, State financial management, audits, inspections and the activity of public bodies and institutions.

General Inspectorate of Food Safety and Economic Activities (IGSAE)

Responsible for matters related to economic activities, consumer protection, food safety and economic oversight.

Legal Framework

The National Complaints and Reports Portal is grounded in the Constitution of the Republic of Mozambique and in legislation that guarantees citizens the right to submit petitions, grievances, complaints and reports to the competent authorities.

Constitution of the Republic of Mozambique

ARTICLES 79 AND 252

Guarantee the right to petition and the right to access information about the progress of administrative proceedings in which the citizen is a party.

Law no. 14/2011, of 10 August

ARTICLE 18

Sets out the guarantees afforded to citizens, including the right to file requests, complaints, hierarchical appeals, grievances, reports and petitions.

Law no. 26/2014, of 23 September

ARTICLE 1

Regulates the exercise of the right of petition, grievance and complaint by citizens before State bodies and institutions.

Decree no. 30/2001, of 15 October

ARTICLES 45 AND 51

Establishes mechanisms for receiving and handling complaints in Public Administration and the obligation of periodic monitoring and reporting to the Council of Ministers.

Decree no. 54/2008, of 20 December

ARTICLE 6

Complements the regulatory framework of Public Administration and reinforces accountability and reporting mechanisms.

IGE

Creates the General State Inspectorate (IGE), responsible for oversight, auditing and inspection of Public Administration.

Law no. 2/2026

IGSAE

Creates the General Inspectorate of Food Safety and Economic Activities (IGSAE), responsible for oversight of economic activities, consumer protection and food safety.

Monitoring and Accountability

Pursuant to Article 51 of Decree no. 30/2001, the Ministry of State Administration and Public Service monitors the handling of petitions, grievances and complaints submitted by citizens and periodically reports to the Council of Ministers on their handling and resolution.
